Actually, this was his promise quote:
"While it is legitimate for a president to issue a signing statement to clarify his understanding of ambiguous provisions of statutes and to explain his view of how he intends to faithfully execute the law, it is a clear abuse of power to use such statements as a license to evade laws that the president does not like or as an end-run around provisions designed to foster accountability. I will not use signing statements to nullify or undermine congressional instructions as enacted into law."
Now where in this signing statement is he trying to nullify the law? I mean you're going to need more than the Weekly Standard saying so since this article you linked is a lie. And by the way, his actual promise is from is original website.

Hmmmmmmmmmm. In the coming New Year, 2013, both Groundhog Day and the State of the Union address will occur on the same day. This is an ironic juxtaposition of events. One involves a meaningless ritual in which we look to an insignificant creature of little intelligence for prognostication. The other involves a groundhog. .

Thanks for the link. Here's the part you left out:

Nowhere in this signing statement does he state he nullifies or undermines the law. Presidents have issued signing statements since Monroe. There's usually nothing wrong with them. The problem with Bush's is he had 157 signing statements challenging over 1,100 provisions of federal law which in effect were vetoes of parts of the laws.
