Question regarding the Health Care Tax

On businesses that employ over 50 people who exactly is counted as an employee? Specifically is the owner/owners of the business considered an employee?
Would anyone know of a way to look at the federal document stating the rules. I have tried to locate it and have been unsuccessful so far.

read up on it- if in a 30 day cycle you have 50 employees you are responsible for 12 months.
BUT they don't have to be full time. If you have part time employees that average 30 hours or more per week they will count as full time for the purpose of meeting the 50 employee threshhold
