Neil Young is my answer. All of his bands are inferior to his solo work.
Much prefer his work with Crazy Horse than anything else he has done.
I can't listen to Patterson Hood but think Isbell's solo work has been solid. He's not Justin Townes Earle, but he is good.

Gram Parsons - prefer him to his first band the Byrds, love his stuff with burrito bros.
Neil Young (originated with Buffalo Springfield)
Bob Mould (Sugar). Never got into Husker Du
Alejandro Escovedo
Jakob Dylan
Mike Doughty (much more consistent now(and sober))

Every Beatle has a solo song better than any single Beatles song except John. That guy just had no idea how to craft.
Yeah, he only wrote and recorded Imagine.

Not many buffalo springfield fans here I take it.

Personally, I love me some Buffalo Springfield. Although they all went on to do wonderful things (Poco, CSNY, Loggins & Messina, and all of the individual solo works) they broke up way too early. As much as I love Neil Young and his solo/crazy horse albums, I can't say that I would prefer him over Buffalo Springfield. That band was incredible and had so much more potential.
