The person making the decision is the on field referee in the NFL, hence going under the hood.
NOW, you could argue that the guy in the booth instructed the on field ref to make a call one way or the other, but that's somewhat difficult to prove.

The ref's didn't fail, they was just no way in the world Rich Rod was going to win that game. The deal to Michigan was ready to sign, a cheerleader was about to come out and say he forced her to get an abortion, and everything was going to get real ugly. LSU fans the world over should thank RRod's dick for that 07' BCS Championship.

I think the NFL told them not to "ruin the moment"; the ratings for the game were sky-high, U2 and Green Day had just performed, and essentially everyone watching was cheering for the Saints. It may have been sportsmanship and nothing else because I don't know what other incentives the Falcons would have had. My only evidence is the timing of the punt block (first drive) and the fact that the O-Line left a hole big enough to drive a bus through.

My evidence to counter your argument is that Saints swept the Falcons that year while failing to complete the Cinderella story by:
1) not wrapping up the #1 seed and
2) not making it to the Super Bowl

The NFL didn't throw the whole season for them. The Brees-Payton combo was effective from the beginning. I'm also not saying that the Falcons would have definitely won the game if they had given 100% because that crowd was insane. What I am saying is that on that night, the first game back in New Orleans, the Saints had to win.
Also, notice how there were about six Saints waiting to pick up the block and no Falcons in sight except the punter.

If you're going to fix a play, it wouldn't be a punt block. Too many variables.
1. He had to get there on time
2. He could have whiffed on the block
3. He could have blocked it and the ball could have gone straight up in the air, out of bounds, or out the end zone
If they would have wanted to rig the outcome, then they would have found a way for the Saints to win the toss and throw a flea-flicker on the first play for a TD.
I have my doubts that that one Saints game was on the level, granted. But I don't think that particular play was rigged.

Again, the Saints swept the season series. They were the better team, and have been over the last 7 seasons.
When the better team wins a game, you can't really say that it's fixed.

This wasn't a conspiracy as much as it was just making sure they had 2 undefeated teams in the SECCG.
This was also the worst screwing of an SEC game since the turn of the century, and its really not even close. Most games you can point to one or two really bad calls ('06 LSU-AUB PI call, '09 Bama-LSU PP Int, etc.). In this case the entire game was just bad.
The key in this is the turn of the century, in the 50's, 60's, and 70's some of the cheating was comical.

And to rehash ANOTHER old debate, I truly believe that ESPN did everything in its power to guarantee that Charles Woodson won the Heisman over Peyton Manning.
We're talking late 90s ESPN--not 2012 cushy SEC contract ESPN. Peyton played most of his games on CBS and Michigan played all of their games on ESPN/ABC.
I can remember that like the only time Peyton played on ABC that year was in the SECCG. And before the game, I remember studio host John Saunders saying that he didn't care how Peyton did in the game because he already cast his vote for Charles Woodson.

No? I think Costner sleeping with Cal's wife and then him being too distraught to play that day was true. So the lights for that day "couldn't work" but all the ones apart of Camden yards were working fine. And the MLB and Orioles didn't want the streak to end.
