Need A Golf Ruling

Here's the scenario, there's a water hazard directly in front of the tee box, no more than 10yds away. The player cold tops a tee shot into the water hazard. Can the player take a penalty stroke and retee?

Yes, wasn't right in front of the tee box but Furyk did the same thing on 17 at the Tour Championship on Saturday. He could have moved up about 100 yards and played a shot from the rough where the ball last crossed the hazard but he elected to re-tee

If it goes in the water its one in -two out, hitting three. If you have a lost ball its a 2 stroke penalty, on the tee hitting 3. So I would imagine you could tee it up and call it a lost ball instead of taking the penalty and hitting it from the deck.

You always have the right to play the ball for the original spot but that screws you because you are losing distance. In that case re tee would probably be the best bet because he is not losing distance and should hit his driver farther than the other club.
