Can You Block The Base On A Walk?

On the walk where Snikeris was tagged, can you block the base and force a runner to go around? Just curious if there is any rule where you can't impede the runner on a walk cause he definitely block the base...

Base can not be blocked when it is being awarded.

So then wouldn't the second baseman have been blocking the bag when his foot was in the way forcing whathisface into doing a slide on the outside of the bag?

By definition, if he touches the base at any time it is not blocked. In this play, he touches the base then comes off (as explained to CPM as the call), so ruled out

Once Snick touched the base, it is not considered to be blocked and the walk was considered to be complete.
