They wont start making progress against hackers until they start treating it like as bad a crime as it actually is.
Shit, look at the typical sentence these frickers receive when they are actually caught?
Risk reward is what it is. Right now, with it being so hard to catch them and with sentences being relatively light even if caught, there is virutally no disincentive to doing it.
As for govt sponsored hacking? Well, that's a problem unto itself.

They need to take the gloves off...drones, SEAL hit teams, poison...whatever. Being truly feared, is the basis for not being screwed with.
