Waiver Order Question-ESPN

We have a waiver order that changes every week based on standings....general settings. Does the order change after the first day of waivers or does it remain the same the whole week?
I'm asking this because the initial waivers went through and I didn't get my first pick. I'm 9th and the guy in 11th got what I wanted. Not sure how that happened. I'm trying to figure out what is going on and see if the order might have been different than it is showing today. TIA
