Can someone restore this pic near normal?

It's a friend of mine, his Mom's favorite pic of him. A 1984 College photo. I tried with Paintnet but couldn't get anywhere with it.
I also know what will happen afterwards if it can be cleaned up. He has a great sense of humor.

Witch....I'm good with it...anytime! I really hope we can get in to the SEC. I have a good sense of humor and very thick skin. Plus I can probably supply good VT source pics for us all to work with.
