Guilbeau was about the 10th person to break the story and according to him Miles should've signed his contract before it broke.
Also JC Copeland is unhappy at FB and disgruntled with coaching staff because Guilbeau has a way of comprehending quotes different than most.

It's not a big deal, but the story hit the news wire when nothing else was happening in college football.

Basically we paid a scouting service that the NCAA is wondering if the owner of the service has ties to our recruitment of Trevon Randle a 3 star recruit LB in our signing class. Oregon paid the same guy/ service 25 grand over the last 2 years and were being investigated for it. Some think this guy is a street agent. He sounds shady but considering Randle was only a 3 star guy that wasn't highly sought after I am not too worried about it. The Oregon players were higher ranked recruits (Seastrunk). I doubt you'll see anything come of it for us because our payment to a scouting service is completely legal. This is just my take on what I have read. I think there will be a crack down on the use of scouting services for schools more than anything else. These services put on camps that recruits attend and I think give coaches the opportunity to see the kid on the field or get additional film not sure which. Thats my take.

I imagined it would be some sort of witch hunt since its spring and they have nothing else to talk about. Hope the team is looking good for spring game.

NCAA is looking into the role of recruiting services being paid lots of money by many schools
Although it has not been common knowledge... in recent years it has become the norm for major football programs (Big 12, PAC 10, SEC, even Boise, TCU) to pay these services substantial amounts of money.
The amount of money is surprising (often over $5K paid to a service and in total most programs spend tens of thousands of dollars now) to most fans but still substantially less than what the schools would pay an extra coach to beat the recruiting trail and assemble game tape and make contacts.
It is an area of attention right now. But IMO as long as these guys are willing to work for any schools interesting in using them... probably does not raise exactly the same issues as a coach doing the same job
There is a real and fair concern that some of these guys offering connections and game tape are not really recruiting services but agents or potential bag men. This has been more of a problem IMO with basketball than football until recently.
