Why Wont Abromovich Spend?

I'm not talking Man City type spending.... I'm talking about a Center Back, a striker, and maybe a winger.
Blues really need another quality center back. Solomon Kalou has looked like hot garbage lately and Ancelotti seems to have a problem with Sturridge that I can't figure out. Anelka may be over the hill and Drogba says he's still feeling the malaria. So why not another goal scorer?
He's one of the richest men in the world. Before he fires another top notch manager and makes sure no manager will ever want to work for him, why doesn't he give Carlo some $$$ to see what he can do in the transfer window?

Great question. Chelsea could actually be looking at a no CL qualification season without upgrades at a few positions. It is puzzling. If I were A Chelsea fan I would be pulling my hair out.
