There are probably a couple of JuCos they could look at.

Boise St. wouldn't go 7-1 vs. 10 win BCS teams in one season.
Now if they played 1 BCS team a year then yes that's certainly in the realm of possibility.
Boise St. may be a very capable team, but under the current format they don't deserve a shot to claim to be the best team in the country, any more than Alabama did in week 4 (when we had played as many quality opponents as Boise St did for the season).

Montana is actually pretty solid at the I-AA / FCS level. Given the crap teams the WAC has remaining, they may do well once they make the transition to I-A / FBS *IF* they make the leap.
Depending on Texas State and UT San Antonio to pass muster, though, would be a heavy gamble.
The UTSA program hasn't played a game yet and would be fast-tracked to jumping all the way up to FBS.
Texas State has potential at the FCS level, having beat somewhat respectable teams this year in Cal Poly - SLO, Stephen F. Austin, and Southern Utah, but they're shitting the bed in Southland Conference play by losing to Southeastern and Nicholls. The latter two are 2-6 right now with one of their wins being over Texas State.
If the WAC expands and the only two football schools added are UTSA and TSU, then they're clearly going to replace the Sun Belt as the absolute worst conference in FBS.

Tell the rest of the college football that they ought to play teams like Boise and TCU (and not refuse to play them home and home) and show us that they aren't up to par. If TCU and Boise aren't good enough to hang, then what should they be worried about? Until they actually have the ability to play a harder schedule, which they don't since they can't force better teams to schedule them OOC, I say give them the benefit of the doubt. Worst case scenario, the top BCS teams get pissed off and decide to play these teams during the year to prove their supremacy and we get some extra quality games to watch.

The ONLY logical addition at this point for the WAC would be Montana.
Montana has a long, successful track record in FCS. Yes, it's FCS, but we've seen in recent years that the FCS' best can occasionally pick off some BCS schools.
Give Montana a full allotment of 85 scholarships with the great support the program has, and they could do well in FBS.
The others, I'm not sold on at all. UTSA doesn't even begin play until next season. Texas State, meh.
And Denver does not have a football program, or even plans for a football program if memory serves me correctly.

UNT, Ark. St., ULM, ULL, MTSU, WKU, Troy, FAU, FIU
vs.
HI, SJSU, Idaho, USU, NMSU, TSU, UTSA, LT
I'd still say that in most, if not all, years the WAC will be better.

This is just an embarrassment, UTSA hasn't even played a football game yet and TSU has awful attendance and their team is in the lower half of the Southland.
