chain gang question

Is there a rule on how many people can be on the sidelines to work the chain gang in high school football? The team we played last night had 4 people working it, two guys held the chains while the other two just stood on the side of them or our coaches. I asked one of them during halftime why they had extra people and he told me that they switch at halftime. So I asked him why he was on the sidelines when it wasn't his half and he couldn't tell me an answer. Oh and half the time the guys working the chains were on cell phones either talking or texting, really??? Pay attention to the game. A few of our fans thought that maybe they were listening to our coaches calls and then letting the other team know, who knows. I hope that wasn't what was going on.

the chain gang consists of three people. two to hold chains and one to hold down marker. maybe they used a fourth one in case one goes down to injury.

someone has to do the clip they put on at a (multiple of) 5 yard line.
usually the visiting team is allowed to have someone help if they choose. of course belle chasse and live oak brought people and reed and mc donogh didn't...
move when the linesman tells you, and stay put if you see a penalty flag.
when called onto the field for a measurement, always jog.
you may think it's okay to sprint to a new spot if your team has the ball and walk if the other team has it, but don't make it too obvious
another rule of thumb is that for varsity games, adults should be on chains if possible.
also no cheering (audibly). i can jump up and down and pump my fist quietly though
when the play heads toward the sideline, cut and RUN!!!!!! that's what the clip is for

4 is optimal, 3 is acceptable.

I ran them at West Monroe from 1993-2004 and we had 2 at each end, one holding the down marker and one placing the clip every 1st down.
