28 recruit max rule

What does this all entail?

I know all NCAA programs can only admit 25 players per year but it doesn't limit how many they can sign.

The SEC put the sign max at 28.

Do back counters count toward the 28?
Sign/place?
Juco?

Etc..

I could be wrong, but I'm pretty sure it means you can only accept 28 LOI on signing day. What you "do" with them (back count, sign/place, juco, etc) is up to you, but 28 is the hard cap.

OMR is essentially correct. The NCAA doesn't really care how many you sign as long as you meet the constraints of 85/25 by fall practice. Schools exceeded the 25 as you point out thru back counting, gray shirts and non-qualifiers. Nutt signing 30+ due to a huge number of non-qualifiers embarassed the league and they put a hard 28 on the LOIs.

I'm not sure, but I think grayshirts signed a qualified LOI that would probably be included in the count. A school could still get these grayshirts in, but it would have to be done without an LOI. That would leave both the athlete and the school unprotected however.

the ones who count back do not count toward the 28. Auburn can sign 33 this year with 5 counting back.
