I'm still trying to master a technique.
My current method:
Lasso/wand/select the arm part you want to change and layer by copy. Fill with a "lootie brown" using eyedropper. Change the layer blending mode to "overlay" or "darken" or whatever works the best for that particular color (sometimes I copy the layer twice then change the blending, merge down, then fiddle with the opacity above the original).
If you're using GIMP, I seem to remember there being a less complex solution (but I don't know it offhand).
Hope this helps

Thats pretty much what I do as well. The most important thing to remember, like yurintroubl said, is to make it a second layer. Don't play around with the color on the background layer. If you do that you will have nothing to blend. But copy it to a new layer and sometimes you can make it a little darker with hue/sat or with a curve adjustment. Then blend it or overlay the layer and it will appear a little lighter than previously on its own layer.

I select and separate the part I want to change onto a different layer. Then I use Hue/Saturation/Lighten to get it to the color I want. Sometimes I will do like troubl said and do multiple layers with different blenging options to them.
