Hell he just trying to keep his pants up.
Seriously no he had an arrest record by the time this was taken and I believe the west and east coast states are mostly not very open carry friendly.
Open carry and CC rights should be privliges that citizens of the USA have based on whether they can legally purchase the gun the are carrying.
