I just moved to a tornado prone state and am assembling one, I won't lie I want it to also be a bug out bag. What are your best suggestion for food, water, fire, and other essentials?

If I lived in a tornado prone area I'd have a basement. In that basement would be some canned food and water. Maybe some of those five gallon bucket mre things.

Apartment living here so no basement. During the last scare a woman from the 3rd floor that has a newborn came and asked me if they all could come down if needed and that's what got me thinking about this.

Ever since the winter storm of 2013 over in Atlanta, I started carrying a winter bag. I do a lot of driving for my job. I had 3 co-workers, same position as I am but in Atlanta, get stuck on the interstate for 20 hours when the roads froze over. One of them walked 7 miles back to their home. The other 2 stayed in their cars for 8 hours until it got dark, then found a retail store nearby that was taking in people off the interstate to sleep overnight.
So now I carry a bag that has a large wool blanket, wool socks, sweat pants, extra jacket, gloves and a beanie. 1 quart of water and a water filter just in case, 2500 calories of food, small first aid kit, ka-bar knife, fire starter for a real emergency. This will last me ~48 hours. Any longer than that, there are some bigger issues happening.

Below the ground basements are not feasible in the south due to our poor soil and constant rain.
OP, get industrial grade helmets and goggles. The majority of deaths in a tornado are due to flying projectiles. Make sure you are wearing shoes in case the tornado hits you so you won't step on nails and other sharp metals.
Get to the most interior room of the house. Bathrooms are usually the best because they have pipes in the walls which provide added protection from flying debris.
Get a weather radio, make sure you have bottled water, and an updated first aid kit.
