What bird is this?

Everybody thinks it’s some kind of hawk but the feather colors don’t match up, I thought it was a falcon but the leg feathers don’t look right, just asking out of curiosity.

It's a juvenile of either the Cooper's or Sharp-shinned hawk.

It's not easy to tell the difference between the two, but I'd lean more towards Cooper's. The head size/shape seems more appropriate, and they also tend to be more common in my experience.

I've got a strong lean to Cooper's; based on overall size, head size, thick upper chest streaks, and Cooper's is just more common.

What did you think it was?

Also what is it eating? Pigeon?

Likely a coopers. They are about pigeon sized. Sharp-shimmed is about blue Jay sized

It is because it is a young hawk. At maturity the upperparts will be blue-gray. Likely a Cooper's Hawk as opposed to Sharp-shinned Hawk due to its size.
