What am I missing here? Why is this land so cheap?

1. Flood zone
2. No timber
3. Probably no minerals
4. Perhaps other restrictions
5. Why tell how much the govt is gonna spend instead of what the payments are? Sounds like he's gonna try to keep the payments.
