TX signs bill reforming NFA firearm policies, help me understand...

Montana – Passed a law legalizing hunting with suppressors.
Arkansas – Passed “Shall Certify” legislation compelling law enforcement to certify NFA forms if the applicant is not a prohibited possessor.
Tennessee – Passed DTP reform, fully legalizing NFA weapons possession.

Regarding possession of an NFA item... Previously (well up until Sept 2015), you can technically be arrested for possessing silencer, suppressor, etc. They are illegal to own in the state of Texas. Texas legalized hunting with suppressors back in Sept. 2012. I know it's contradictory.
I bring my gear to the range all the time knowing that there is a very small and unlikely chance that I could be placed under arrest possessing those NFA items.
The fact that I have the proper "federal" paperwork would allow me a "defense to prosecution". I would not be put away for possession of the NFA items. But, I would have to go through the headache of being arrested and getting a date with a judge.

one last thing,
So you still need all of the stamps and paperwork tc in Texas that you'd need for the federal government, but you would still or not still need them for Texas authorities?

Technically you are not required to show your tax stamps to anyone besides the ATF or IRS. However a LEO also has the right to hold you in jail for 24 hours before charging you.... So I think I would be prepared to show the stamps to a LEO if asked.
