This depends on the time of year. A pair of Grunden or other commercial quality bib will be $150-200 and last forever for winter or cooler days. I use that plus whatever rain jacket I currently have for the weather if its cooler weather.

If its summer as said I just bring a light rain jacket, swim trunks, and a quick dry shirt. Unless its pouring or I have a long boat run I usually just go shirt and swim trunks and move on, its too damn hot on the gulf coast in the summer to wear a jacket even in the rain IMO.

To the guy going to Canada, a Canadian summer can be 40-50* in the evenings. That's like a southern winter.

To be truly waterproof I like the strechy helly Hansen gear, bibs and jacket. Doesn't breath but sheds water. For breathable gear thats not as waterproof but you dont sweat as much i like gore tex. I have simms bibs and columbia shell that work for me

Gore-Tex is 100% waterproof. If you are getting wet it is from sweat or the manufacturer did not seal the seams appropriately. It may not be breathable long term but it will still be waterproof.
