Exactly, the purpose of the ROW is to grant perpetual access. Typically 15' to 30' either side of the pipeline and yes, if the tear up something outside of the stated distance they are most definitly liable. The problem is once the line is laid the growth begins encroaching on the ROW so hunters move further on to the area to be able to see down it. Then get mad when they come through and mow and trim back to the original granted area.
