Police shootings bring attention to Louisiana's 'open carry'

As ominous a sight as it was, Gavin Long’s heavily armed walk down Airline Highway fell squarely within Louisiana law, which allows gun owners to openly carry firearms in public.
Long's handling of a military-style rifle likely would have prompted Baton Rouge police to question him, regardless of whether any 911 calls had been placed about him. But before he leveled the Israeli-made assault weapon at his first victim — or committed some other crime — authorities had no right to take him into custody.
In fact, in the moments before he gunned down three law enforcement officers and wounded three others July 17, Long had been merely a “subject walking with a coat and an assault rifle," as one dispatcher described him.
Or as State Police Col. Mike Edmonson put it, quoting the initial emergency call, he was a "dude with a rifle going down Airline Highway."
“We don’t really have very many options in this situation because, under the (state) constitution and probable cause (rules), the only thing we really have is public concern,” Baton Rouge Police Chief Carl Dabadie said in an interview last week. “Should we have been able to stop him? That’s a question the legislators are going to have to work out.”
The bloodshed that Long unleashed in Baton Rouge last month has exposed an ambivalence among some law enforcement leaders about the right Louisianians enjoy to carry firearms openly in public — an unease that pits them against some Second Amendment advocates. Often aligned when it comes to guns, the two camps are divided over the wisdom of "open carry" and the challenges it presents for police.
"It scares the hell out of me," Sgt. C. Bryan Taylor, the president of the Baton Rouge police union, said of open carry, adding there’s an even greater risk for officers who encounter citizens sporting exposed rifles or shotguns. "There's a time and place for everything," he said, adding that he would prefer owners of long guns to avoid carrying those weapons in public.
Anyone legally permitted to own a weapon in Louisiana — generally speaking, those who are 18 and older and are not convicted felons — may carry any type of firearm in public places without any training or permit.
Open carry is legal in Louisiana because it's never been outlawed, experts say. The state constitution affirms the right of people to bear arms, and case law dating back to 1850 has held that to mean people may carry firearms openly.
Some Second Amendment advocates say banning open carry could create a slippery slope toward infringing on gun rights, which are firmly enshrined in Louisiana. ...

The Advocate has turned into a giant liberal mouthpiece.
I find it pretty insulting that they had to include a picture of someone open carrying while wearing a t-shirt with a confederate flag on it. They also conveniently omitted the fact that the black militant group, the black Panthers, open carried shotguns during their confrontation with police on Airline highway and no incidents occurred as a result

Except for the fact that Long walked up to an empty cop car and pointed the rifle at the empty drivers seat. Interesting that the article left that out. Nice job advocate!

Police unions and policemen want people as vulnerable as possible. That way nobody can fight back. It's all about feeling good for them.

I don't get why they had to include a quote from the officer's father. Of course he's against what killed his son. He would probably prefer no one except cops have guns period.
Glad they included East Baton Rouge Parish Sheriff Sid Gautreaux's comment. But you can tell they think he's a little crazy by the way they worded that paragraph.

You serious, Clark? Texas got Open Carry in 2015. I guess no one shot an animal over there before then.

I know cops that are for gun rights but don't like open carry.
Not to sound harsh, but cops not feeling safe because of my constitutional rights isn't my problem.

Not to sound harsh but I don't care if someone open carries. I don't really care for it, and many times make fun of people that do it, but the only safety concern I have is if the person actually knows what to do with that gun on their hip. As far as in a law Enforcment setting, I'd rather be able to see a person is armed from the beginning

They only break it down to "will" and "shall" issue.
We are a "shall issue", but classes, fees, onerous background checks, and paperwork requirements are ridiculous.
Then, after all that, LSP can deny it just if they want to.

It's funny to see the mindset difference between people in different states. It's very common to see OC in AZ. I don't think I've ever seen it in LA.

I believe in the right to open carry (responsibly) however I don't think it's always the best option due to the attention it draws.

The issue Is more than not "feeling" safe. The thing is officers have to walk a very fine line when responding to armed subjects now. Officers are legally required to respond and investigate all such calls. Gun rights activists are really pushing the limits which we have all seen the many YouTube videos of their interactions with law enforcement while carrying a rifle through urban areas. At the same time all the maniacs running around deciding to do mass shootings has required officers to take every precaution possible not only from being shot or preventing a shooting but also from the civil liability of doing too much or too little with their response.

Yeah, I don't consider those people advocates. They're provocateurs. Any responsible gun owner truly carrying for self protection wouldn't stonewall the cops for trying to act in good faith for the best interest of the public.

I see it once or twice a week in a restaurant or in a store. It's usually some volunteer firefighter or or a guy in combat boots and a fanny pack like this guy
