I would say PSA is bottom middle on the quality side. Mostly because playing the "make money moving quantity" game usually, and in this case, means quality control goes out the window.

I would get a 16" and not mess with a pinned FH. That 1.5" ain't gonna make a difference but a pinned FH limits what you can do to the upper later when your taste change.

I guess I should add to this that I have researched and fully understand the limitations of a pinned flash hider, and am still interested in possibly going this route if it doesn't turn my "budget" build into something more than I am looking to spend at the moment.

You will be spending quite a bit of money to shave that 1.5" off the barrel. If there is a local guy who can pin and weld that normally is the cheapest way. They can probably chop, rethread, and pin/weld and 16" barrel. Shipping it to ADCO would cost you $95.

The difference in cost is more to do with barrel materials and manufacturing processes. The higher cost one is cold hammer forged and chrome lined as opposed to the lower cost one which is button rifled with a melonite finish. Melonite finish is cheaper than chrome lining, but some argue that it's superior. For what it's worth, the U.S. uses button rifled barrels with chrome lining, and the Swiss use cold hammer forged barrels with a type of melonite finish on their issued rifles. For your purpose, you will not notice any real difference between the two, so don't let it affect your decision too much.

I had seen some differences between the 2 barrels besides length, which is why I was wondering if it'd be worth a call to PSA to see if they had 14.5/14.7 in the Melonite finish that could be paired with that upper kit instead of the 16" barrel. Or is their website stock usually pretty accurate?

They seem to have a lot of turn-around and frequently change up their inventory, so it wouldn't hurt to call them.

I've noticed that numerous items in the last week I have looked at have changed to "out of stock". I wish they wouldn't remove the prices from the items labeled out of stock.

From their FAQ on their website:

"Can I get the Rail (Barrel, Flash Suppressor, Etc.) on my Upper Receiver switched out for a different one?


We can only sell Upper receivers as they are listed. Upper receivers cannot be altered from their product description. (No customization is possible at this time.) "

Oh well, I shot them an e-mail to ask them asking anyways. Can't hurt.

Im going to do a few upgrades over the next few months... Im looking for the best BCG and an ambi charging handle... what ya got... Im hearing good things about bravo company and raptor handles suggestions are very welcome

Now I don't know of every mfg out there but I can't recall seeing any pre-pinned and welded 14.5" uppers that are less than around $400 for just the upper. The cheapest option is to build your own upper, you can get a cheap parkerized 14.5" barrel in the low 100's on up.

$110 for an Anderson 14.5" Carbine gas parkerized barrel is about as cheap as you can get. Prices go up quickly from there. A Faxon 14.5" mid length gas barrel is around $165.
$40 for a upper receiver
$20 for an ejection port cover and forward assist
$8-10 for an A2 flash hider
$20+ for a gas block and tube, set screw or clamp on style.
$15 for a Delta Ring assembly

So you are looking at minimum $215 for a bottom of the barrel cheapest components out there upper + the cost to get the muzzle device pinned and welded and that is before you add a handguard. Then add $15 for a chraging handle and $80+ for a BCG.

I guess it depends on how bad you want that configuration and if you are a patient man. Personally, I think going down from a 16" to a 14.5" with a pinned flash hider is just handicapping yourself with no benefits, unless you just want that look. 223 performance tends to drop at a faster rate after the 16" threshold is reached. I understand the "I want my gun to look good too" factor, so make whatever decision you think you will be most happy with a year from now. PSA is constantly getting new configurations in and that won't slow down until at least the next election.
