Haven't decided if I'm going to commit to hoping I score one from Walmart or Academy or if I'm going to attempt to build.

You can shoot 300 Whisper out of a 300 BLK barrel, but not the other way round.
The Aero Precision lower is a good lower, but they were $95 a month ago. They had something on their website a while back about how since they're having to increase their production they had to increase their prices also.

Is that what would be considered a stripped lower? What else would need to be purchased to complete it? Is the part you linked the only one that would have to go to an FFL?

yep, you need a lower parts kit to complete it. I recommend the ones from PSA, $180-$200, but they can be found for cheaper

I have ordered one for $80, one for $105, and two for $179. The expensive ones are supposed to be really good quality, according to arfcom, so there is that.

Stay away from polymer, some recommend them, I do not.
If you get time, read through some of THIS and see how people react to certain lowers. Then just keep it updated.
