We did real well in the Ship Channel last year about this time with Chartruese gulp mullet.
Put it on a jig head and slowly drag it across the bottom.

That's what one of the other guys was throwing. I tried the new penny shrimp in the marsh with no luck. Once we found schoolies, I abandoned the Gulp.
