Mounting a trolling motor, but don't have access to install locknuts

I dont have access to install the Locknuts on the bolts. How should I go about should mounting my trolling motor?

OK, what make boat? Any pictures of the area you want to mount?
In the pass, I had to cut a excess hole in the deck. Once installed, I made a plate to cover that hole and installed the plug in said plate. The plate was made of Plexiglas that I sprayed painted the back side to match the deck.

Get a 6" hatch from marine store, cut a hole in the INSIDE of boat, install motor mounts and then cover with hatch.

Rubber mounting isolators
Absorbs shock and protects electronics. Ideal for mounting all marine accessories, electronics, and trolling motors without having to get under the deck or behind the console. This. I've never heard of using nuts on this installation.
