Have a buddy cleaning out his garage and offered to me a 1970s mercury 20 HP motor.

Tiller type model, said it ran when he put it up. Also said he had enough spare parts to basically build another motor, extra lower unit as well.

Any idea of a fair number to offer?

IMHO, if passes compression test, I’d think $300-$350…

Carb(s) will no doubt need to be serviced, fuel lines, plugs, wires, possibly power pack. Water pump impeller no doubt also & lower unit seals & lube will need to be replaced. Hopefully you can do work yourself, and you’ll have $1500 +/- in it in parts.
Just because it runs doesn’t necessarily mean it will be/is reliable…

$300 to $500. How long has it been sitting up?

Two years since he ran it, previous to that said it was in his garage for 14 years and fired right up

I have a couple. Hard to get parts. Mine are just wall hangers now. I don’t trust a 52 year old motor enough to go very far with it. I wouldnt say it’s worth more than a couple hundred bucks. Got mine for free.

You need to ask yourself what you want to do with it.

I'd give him $200 and call it a done deal...he's getting rid of something that he doesn't want to deal with and you're taking on a big question mark as to will it run again and be reliable.

A case of beer, a bottle of bourbon and a pound of beef jerkey.

I use to have a 1969 (?) Merc. Was a good motor. I still have a SS prop, in good shape if you need one for that motor.

So yesterday I passed on the motor, today his other buddy who was going to get it never responded so he is dropping it off in my garage. I’ll definitely do something nice for him and come back here for advice on getting this thing up and running.

Next question would be how big of a flat boat to put this on? I was thinking a 16’

You probably going to be making 15-18HP. I'd go no bigger than a 14'x48, that will put your top speed about 18-22.
