I have torn down an old garage leaving one wall along the property line which I want to keep as fence wall. The wall has a footer but, unfortunately, has no inner rebar or fill. The first course of blocks are oriented sideways (you can see through the holes). This complicates trying to insert reinforcement.

My initial thought was to tie the wall to new pilasters but with driveways on each side there is not much room for that. This is probably what I will try unless I get better ideas.

IMO it's probably gonna be cheaper to just tear it down and build a 6' privacy fence. And better looking.

That wall is not meant to be freestanding. The foundation is likely not wide enough to resist the overturning so you would have to widen it and make sure you have the base of the wall tied to the foundation in a way to eliminate the hinge point at the base. Cost wise it isn't worth it to keep the wall and bring it up to code or if you just half arse it when a strong wind blows it onto your neighbor's car it will end up being even more expensive.
