Nows perfect time to plant most things for flower beds. Veggie plants may be a little different, but im not sure.

I planted a new rose bush two or three weeks ago bc google told me thats when i should plant that particular plant. But i would say you would be good from now until maybe mid april?

I am not into roses or anything, but my house came with them. I have tried to replace some over the years to be consistent, and I cannot get one to live that I plant

I had some pansies in a pot last year. Just noticed a bunch of them volunteering up yesterday, so it must be time.

Same. I planted 6 along our walk way last year. 3 are doing good, one looks like it's on it's last leg and two are dead.

My mom suggested gypsum... she knows way more than I do about them.

I guess i just got lucky at my house bc my gf and i planted a whole new flower bed last year, which included two different rose bushes along with other flowering plants, and the rose bushes grew way more than we expected. One was taller than me a few weeks ago when we pruned them. It was 6in when we planted it. We watered them regularly for about two weeks, then basically ignored them, and they went crazy with roses.

I am putting in another bed but it appears all my plants made it through winter, including the hibiscus that normally need to be replanted every year.

I'll probably plant some hostas and maybe replace some Indian hawthorns that are dying

i hate to deter the OP from getting his questions answered, but this transitions to the question i've been putting off asking the board.

I'm in Houston
The 10 day forecast shows it doesn't appear we have another cold snap coming this year. Going to be 55 degrees+ going forward and probably closer to lows of 60 degrees more often than not.

is it too early to start planting the following in our annual garden box:

- jalapeno peppers
- roma tomatoes
- cherry tomatoes
- basil
- cilantro
- mint

I know these typically go in early April. But this is a really warm winter and everything else but my St Augustine in the backyard is taking off.

Id say you would be fine with the peppers, as ive grown some before at my previous home, and even without the recommended sunlight, the pepper plants grew like weeds, and produced hundreds of peppers with only like 5 plants.

What about mulch? Is there a particular mulch that is better than another?

The mint will be fine at any time. Jalapenos are the next toughest.

Tomatoes and other herbs will be ok as long as there is no more frost.
