With high modulous rods, tungsten, and fluorocarbon line, it'll get you about as close as you can come to

But it is definitely only one part of the equation. The last part is you. You have to really pay attention to changes in your line. Even with all of the most sensitive gear I can afford, I've still gotten bites that I wasn't sure if a fish had picked up my bait or not. But I probably wouldn't have detected the minor changes with low quality equipment. It can make a difference. And for me it has.

i get the arguments for mono with a fast moving bait or topwater. But i fish plastics 90% of the time and cant imagine not using fluro, for the sensitivity difference alone. Sinking is just a bonus.

fluro is higher test for the same size line as mono.
12lb fluro = 0.012"
12lb mono = 0.015"
so you could go up to 15lb fluro for the same size as your 12lb mono. thats what i would do...but it depends on baits.
ETA - that size mono im referencing is XL tough trilene, so it may be thicker than regular mono.

You can keep using the improved clinch knot. I use a uni knot with fluoro and have never had an issue. Just gotta make sure not to cinch down on them too hard. Heat, friction, and shock will weaken any knot. And I usually re-tie every so often when I feel like the line is getting knicked up or I've set the hook on quite a few fish.

This year's winner,

The reason I use a braid with a fluorocarbon leader is simple: Fluorocarbon is hard to manage on a spinning reel. Put it on any way you want. It’ll still twist and cause you problems — and that’s with a really good line. I can only imagine what it would be like with cheap, overly stiff line.
He uses Abrazx for a crankbait and jig, but that's probably because Seaguar didn't explain the disadvantages to him properly.

I learned the hard way about putting flouro on a spinning reel
