The planning and designing stuff is major, and intended to be a long term solution. They're not just little projects. Yeah, I wish they would get moving, but you aren't gonna get much out of the government because a lot of people are scared to pull the trigger on stuff like this. At least it's going towards the right place and not somewhere like putting streetlights in Lottie
The shitty part about all of it is that as soon as they're done, more data is gonna need to be taken and another study needs to be done since coastlines are constantly changing. Computer modeling is amazing technology, so who knows what's gonna happen

The Barataria Unit of Jean Lafitte National Historical Park restoration really makes me scratch my head. $8.7 MILLION to fill in canals that were dredged by the previous land owners. It's ridiculous.

Nope -- give credit to the US Army Corps of Engineers' New Orleans District, and other assorted Federal "alphabet agencies."
I'm amazed that 1/3 actually goes to construction. It's usually lower when the New Orleans District gets involved. They love to "study" projects (which means assigning droves of people to sit around and review every aspect, including the ones about which they know absolutely nothing).
The NOD used to have a large % of experienced, conscientious people on staff. That % has dwindled radically over the past 20 years.

It looks bad but if you go look at cpra's annual plan online, they break down each year what percentage of monies they spend on planning vs construction. Usually it's in the 80/20 to 70/30 neighborhood favoring construction. They are in a unique period right now of designing several huge things like diversions, Houma nav lock and so on where there is just no way around it.
