Knee high electric fence?

I noticed a knee high electric fence along Chef Hwy between New Orleans East and Bayou Sauvage NWR about a mile long in an area where the just replanted a bunch of hardwoods in the brush.
Pigs? Rabbits? Wtf could they be keeping in/out?
