I sent mine in the end December got it back mid part of April. I did miss an Email alert to pay and saw it about 2 or 3 weeks later.

My FIL sent his in the first week of February and is still waiting for his to be issued.

Always do the online application and go to LSP HQ in BR and do the fingerprinting in person. Here was my timeline:
1/31/16 - Took course
2/2/16 - Submitted online application with scanned documents
2/5/16 - Went to BR to get fingerprinted, was told I'd receive payment email in 10 days
2/6/16 - Received email saying the application was accepted and ready for payment
2/6/16 - Paid online via credit card
2/8/16 - Received email saying the application was approved and I'll receive the permit in 10-15 business days
2/16/16 - Received permit in the mail in Metairie
Took exactly 2 weeks to file paperwork online and get the permit in the mail in my hands.

Been having mine since '70, if I feel the need to be armed I will be.
