HELP!! DUCK HUNTERS NWLA RED RIVER

My brother and I are looking for a new place to hunt because our old hunting spot is not available anymore. We have been on a few hunts with a friend who has a blind on the Red River and always had a great time. We would like to build our own blind on the river but have no idea where to even begin. We have a jon boat so at least that's a start. Any and all help would be greatly appreciated.
A few questions:
Do you need some sort of permit to hunt on the river?
How do you find a good place to build a blind?
How do you drive the vertical piers of the blind down into the river mud?
What decoys should we use and how should we arrange them?
What species should we expect to see?-we almost exclusively saw woody's at our old place and never used decoys.
Anybody out there have a set of plans for a blind they have built in the past?
