Algae grows on the hay and the food chain goes up from there.

The small critters that feed on the algae/plankton, rice stalks, etc are food for crawfish

Correct. As is the straw food for the mud bugs too. Crawfish are foragers- especically the young.

Most of the time you'll see bales of hay when there is a shortage of stuble.
