Golf Cart / LSV Question(s)

I am in the market for a golf cart, mainly to drive around my neighborhood (Bucktown in JP), but potentially beyond. In preliminarily researching, it appears that (1) only designated LSVs (low speed vehicles) can legally operate on ANY street, regardless of speed limit, aside essentially from designated roadways which are generally near golf courses; and (2) only LSVs are sold with a title (golf carts are sole with serial number and possibly a chain of manufacture).
Apparently, I could still purchase a golf cart and insure it, but the DMV would not provide a plate without a title. Of course, people drive golf carts around residential neighborhoods in which they are not allowed all the time, without plates (and sometimes without insurance).
Is any of the above inaccurate? I want to make sure I have the issues refined before I make a purchase.
And, second question: Can anyone recommend a used LSV and/or golf cart dealer within about an hour of NOLA?

Don’t drive it over the 17th street canal. You will get cart-jacked.

I’m in Bucktown and have a cart. I’ve just driven it around the block to test it out a few times. There’s always cops in Bucktown, mostly the levee cops.
I bought it primarily to use at the camp but also want to use it for the neighborhood as well. Would love to drive the dogs in it to Bucktown harbor in the morning.
I got mine used from someone but without a title. I’m wondering if a bill of sale would suffice. I have working headlights, turn signals, tail lights, windshield and horn. I think I need to add seat belts as well.

I’ve gone the process with my cart. Installed all required items. Took to state troopers headquarters and had them inspect it. The signed off and issued a VIN. Took that with my insurance to DMV and got plate.

I know this, my sister lives in Ga, she has a single battery cart, they want to treat it like a battery operated car, charge a bunch for a plate. Were she lives, you can drive them on the streets, speed limit 35 or less. But you need a sticker from the town.

Assuming this is in Louisiana but I just came to say every state will have a different department that does the inspections.
Call your DMV OP or whoever does your tags/ registration.
As said they are only allowed on roads under 35mph and my understanding is they can't go above 25mph in most states but need to go over 20mph in most states.
A LSV is basically just a golf cart with seat belts, turn signals, lights, windshield, rear view mirrors, and one or two other items. You can buy them with a vin and all of the above as "registered" or you can buy a regular cart and add all of the above and then get it inspected by your state inspection service.
In Florida as an example you have to take it to the DOT for the inspection to get a VIN once everything is street legal and then the Tax Collector gives you the tag.
