Do out of state youths (10 years old) need a temporary fishing license in Alabama?

Pretty sure they have to by 16 before they need a license.
I think that there has to be one adult that has to be licensed with them though, but don’t hold me to that.

Residents and nonresidents under the age of 16 are exempt from needing a license.
