Do cops cite people over wheels??

It seems that wheel spacers and having tires wider than the fender wells of your truck has been a trendy option that fall into the "In Thing" to do to your truck to make it look cool.
I don't partake in the "cool truck" movement and don't really care if you want a light bar, yeti sticker, lift kit, aftermarket rims, etc.
I think it crosses the line when you start bringing other drivers and their property into the equation by having exposed tires outside of the fenders.
Is this legal by some loophole?
if not..
Do cops actually write tickets for this?
Here is a reference to the law that I found on the web:
Universal Citation: LA Rev Stat § 32:364
§364. Fenders and mudguards
A. Every motor vehicle, other than a motorcycle or motor-driven cycle, when operated upon a highway of this state, shall be equipped with fenders, covers, or such devices, including flaps or splash aprons, or fender flares to effectively minimize the spray or splash of water or mud or loose material on the highways to the rear of the vehicle unless the body of the vehicle or attachments thereto afford such protection. The width of such fenders, covers, or other devices shall be at least the width of the tires of the motor vehicle.
B. This Section does not apply to those vehicles exempt from registrations, nor to any other vehicle having an unladen weight of under one thousand five hundred pounds, nor to those vehicles which were not supplied with the equipment required in Subsection A of this Section at the time of manufacture, nor to trucks and farm vehicles handling and hauling agricultural and forestry products.

Don't think it's legal but I hate the trend and I haven't heard of anyone being ticketed for it. Every slap dick around throws a leveling kit and a set of 14" wide Forces on a 98 Z71 and suddenly they're hot shite. I hate them.

That wording is very poor and does not technically require the "fenders, covers, or other devices" to necessarily extend beyond the tires.
Where is the fender/cover width measured from? One could argue that it is from the inside vertical wall of the fender well. However, the tire does not butt up against the inside wall, right? So, if your fender well is 12 inches wide, and your tire is 12 inches wide, but there is a 5 inch gap between the fender and the tire, the tire will stick out 5 inches.

The wider stance is needed to support the weight of the truck nuts and the Yeti in the back. And the amount of hot women that will throw themselves at such a man who has the disposable income to modify his ride and takes care in how his things look. STFU and go back to your Camry.

I hate the tires hanging out the side, they just look like rock stingers. The worst is trailers with no fenders at all, I hate those guys.

Not asking about tires, but how about the spiked lug nut covers? I've seen a couple 18 wheelers recently that had these things, they looked like they would shred a vehicle if they hit one.
That's kind of relevant to me, since a gravel truck merged into me earlier this year, on a foggy morning.

I was all ways under the impression that tires couldn't be any further then 1/2" outside the fender

For state inspection sticker, tires can't stick out either 1 or 2 inches past the fender. Seems like one of those things that's never enforced though

Made of plastic. I used to work at a place that loaded lots of trucks. Many of the drivers would get too close to the guardrail. We often found little piles of broken plastic spikes on the ground.
