I think you are getting registration and ownership mixed up - they are two separate things. Both very important but not the same.
How about this. If you can transfer ownership with a notarized bill of sale only, why does WLF and the DMV not recognize the notarized bill of sale as evidence of ownership? Unless it's from a dealer.
You're saying you can transfer ownership with a bill of sale and I'm saying a bill of sale is not sufficient evidence of ownership.
I guess where things get muddy is how can a bill of sale transfer ownership without providing evidence of ownership. This is where the title comes into play. The title is issued by WLF and the DMV, therefore they recognize their own title as evidence of ownership. The reason they can not call it proof is because you can sell an object without transferring the title.

What we are trying to tell you is that not all boats have a title, they do however have a Boat Registration Certificate that is issued by the DWF...
A boat title and a Registration Cert is not the same thing.
Some boats have both some boats dont....
You dont need a title to sell a boat.
You do need a bill of sale and the registration certificate that is issued by the DWF

Barf - I simply suggested getting the bill of sale notarized.
LDWF provides a standard bill of sale on their website for people to use when selling boats.
Most people use it
and all of what tgrbaitn08 said.

BOAT REGISTRATION:
All boats with motors, including electric trolling motors, operating on the waters of the state, must be registered and numbered. Boat registration applications are available from most boat dealerships, and on the LDWF web site, from any of the Wildlife and Fisheries District Offices or from Wildlife and Fisheries, Boat Registration, P.O. Box 14796, Baton Rouge, LA 70898, phone number 225-765-2898.
After completing the application, mail it with your check or money order to the above address and allow 6 to 8 weeks for processing.
Upon receipt of your application and all other required documentation, the Department will issue you a certificate of registration, stating the number assigned to the boat, two decals, and an expiration date of three years from the date of issuance.
Your boat registration certificate must be on board the vessel at all times. Keep it in some type of waterproof container in a safe place where it can be readily found by the owner.
TRANSFER OF OWNERSHIP:
Certificates of registration that have not expired or have been cancelled can be transferred. When a boat changes hands, the original numbers issued to that boat are transferred to the new owner.
When a boat is sold, the Department must be notified within 15 days of the date of the sale. The Motorboat Registration Application can be used for this purpose.
Registration number, hull identification number, and proof of ownership must be included with an application for transfer of ownership.
Proof of ownership may be the certificate of registration card with the reassignment of ownership on the reverse side completed and signed by the prior owner, or a notarized bill of sale.

This is really off the subject but while I have you;
Barf- how do you like the Orvis H2 as an 8wt rod?
May have an opportunity to pick one up...

I love that thing.
Before you buy one, cast the Recon side by side. They are close, really really close.

Mine are 1 piece rods, but they never leave the boat. They are only a pain in the arse if you don't have a place to keep them. Other than that they are great.

Yup
I've also kicked around the idea of one piece 12 wt. maybe 14 wt (wouldn't use it nearly as much but it would be awesome to have)
Obviously a luxury want.
