Boat Registration Snafu

Last year in November, I noticed that my boat registration sticker was expired, as was my certificate. Got on the wife for letting that happen (that's her job). She finds where she did send in the renewal with payment, so she calls LDWF. Lady tells her she can see that payment was made and registration was renewed, but the new stickers and certificate were never mailed out. She says that she will mail us a request for a duplicate, form. I say ok, they never sent one out, but I have to request a duplicate-makes sense, whatever. Duplicate form never comes. Wife calls LDWF again today, talks to a different person. This lady says registration is in fact current through 2015 and the certificate and stickers were mailed out. She says that we have to print out the duplicate form online, have it notarized and pay a $13 duplication fee. So it's not a lot of money, but together it's more than original renewal cost, and its a PITA.
Besides it being complete BS, I'm thinking that since I paid already, they have record of it, and I'm renewed to 2015, I'll just ride it out as-is until 2015. Anybody ever dealt with such stupidity on a registration? I know it's the law to have the registration in the boat, and I do have the expired one. Any reason I really have to go through this song and dance now? If stopped, can he call in my registration to see that it is current?

I've always tried to take the tack of keeping all my shite current, etc. That is aggravating as hell but it may save you more aggravation during a fishing trip. When I'm out having fun on the water the last thing I want is some a-hole officer os the "law" giving me grief about a silly sticker. I doubt that he could call anything in (or better yet, that he would) so I'd choke back my frustration and pay the 13 bucks and deal with it that way.

I'm in the SF Bay Area and do catch striped bass and absolutely loathe the CA DFG agents. These bastards aren't concerned about species preservation, just revenue generation.
