Anyone here know much about 80% lowers?

I have 3 80% lowers with a jig and tools. Haven't messed with them yet.
Here's the question (not going to do this just wondering): how would you or could you make an SBR with an 80% lower? Pretty certain you need a serial number with and SBR but I just don't see being able to SBR one without having a manufacturer license (is that a class III?)
I have an SBR and no plans to do another just curious if it can be done with an 80%

You have to etch/stamp/grind/engrave your name, city + state, model number, serial number, and caliber.

They'll also have to have to licensing credentials from the ATF.

Machine it to a lower and then submit your Form 1 and $200 to make it an SBR. No different than if you were making a "100%" lower you bought from an FFL into an SBR

FIL got me one when he found the jig at a gun show. Gave $35 for it.
The others came from Larry at Midway for $49
