Because the truck hooked to the trailer didn't have enough power or couldn't get enough traction to pull the boat up the landing.

For whatever reason the truck attached to the trailer, didn't have enough traction to pull the boat off the ramp, so they attached a second truck to help.

My first thought was that those little tires fell off the back of the ramp and he could not get it back on. Not sure if the axles could take that type of abuse though, maybe he couldn't get enough traction?

Tahoe couldn't pull the boat up the ramp so was being pulled by another vehicle

Why didn't they have the excursion pull the boat out and then switch the trailer to the Tahoe once on level ground?

Easier to use a tow strap.
