Trust me when I say this, there are 3 types of AC DELCO modules for your truck. Good, better and best.
Differences are in the warranties.
The Delco item you purchased from rockauto, if it were to fail in 12 months, will have to be exchanged thru rockauto. An AC DELCO distributor or a GM Dealer cannot handle the part warranty because rockauto is not an authorized retailer of GM /AC Delco parts.
Yes they can sell GM parts as well as any brand of parts. Anyone basically can if they take the time to contact dealers and ask to purchase old stock for pennies on the dollar.

If they are old stock, how do they sell brand new 2016 AC Delco parts? I am not gonna trust you because they sell the same exact stuff as you (except dealer only stuff). In some cases, I can get parts to my house faster from them than waiting for it to get to a dealership. In all cases, they are cheaper.
I am not understanding your warranty comment. Almost nothing is warrantied for longer than a year. Electronics are usually 60 days.
