So, you propose teachers/administrators spend valuable time detecting disruptive phone usage, collecting the phones, arguing with the brats and then returning the phones...EACH day, because that is what will happen !
Rules, enacted at the school board level and administered at the classroom level....that's what's required to foster a decent learning environment ! Not an ongoing "policing" of the damn phones !

the Louisiana theft statute requires the intent to permanently deprive the person of the item stolen, so he is correct.

My parents would have sided with the principal and thrown NY phone in lake Ponchartrain, it isn't that hard for those little shits to not text in class.

Louisiana law prohibits the use of cell phones by students while at school without school approval.

A parent shouldn't even allow their kid to bring it to school in the first place. We as a society have grown complacent and dependent on a phone.
I wish I lived when such technology wasn't an obsession.

Only thing I found is:
R.S. 17:239
R.S. 17:239 doesn't mention anything about seizing the phone only suspending the student.
