I believe that upstanding citizen wants to help with any investigation and he's cleverly advertising his willingness to share knowledge with the repeated use of double negatives.

Looks like Felons can have guns in Tennessee.

However the 18 year old (as the young thug was) are not able to legally own/carry handguns.
