Mainly NOLA and Lafayette people in my experience. Kinda odd considering they aren't exactly right next to each other. Others called them backpacks

yes. Most states it's illegal which sets a bad example. (I don't think it should be illegal) But, in any instance, forcing your child to inhale smoke is probably not a good idea.

Does that change when it becomes legal? Assuming the kids aren't inhaling smoke, of course.

If you are doing it in front of your children but outside or something I don't have a problem with that. Sitting around the den taking bong hits while your kid is watching Dora should be a no-go regardless of legality imo.
