Why you people hung up on this? so lets move that out to say 60 days. Still at least 5 times faster than a 30 story being built in the U.S. This nation is built on having bureaucracy/red tape at whatever major project is constructed. I mean seriously how many permits does one neeed to construct something? Same way with highways/bridges etc.... Totally agree with OP!

The low bid philosophy is a major cause. Good and cheap is slow. Also, planning/development cycle is always expedited which causes too many changes and indecisiveness causes delays.

I am a PM for a design/build general contractor. We have built 2 million sqft distribution centers in 9 months and taken 3 years for similar projects. It doesn't usually fall on the contractor. The customer is usually the major source of the delays. Too involved, too ignorant, too indecisive, etc...

What kind of building can you do in 15 days?

Maybe some kind of pre engineered building that is stock and on the shelf ready to throw up, but no way can you build a 30 story building that fast.

Speaking as a person just wrapping up a federal project, there's way too many cooks in the kitchen that feel entitled. Everyone wants a place at the trough before the project is wrapped up. 15-20% on the contractor for taking advantage of this and charging more money, but the other 80% is self important rulers of their little fiefdoms.

Second avenue subway is total joke. Took 10 years to go 25 blocks. That's phase 1 of four. At that rate it will be done in 40 years .

Definitely a huge part of the problem, but the basis of it all is the refusal to look at anything but lowest bid number. You get what you pay for.

Forget public Works. Private works have regulation and unions working against them.

China has less worker rights and lower safety standards. Anyone care to compare EMRs between the two?

And even that's flawed because many of these other countries underreport such statistics. In fact, if you look at the data for large industrial projects (self reported) it's safer to work in construction in India where they don't wear shoes or fall protection than it is here in the US. Yeah right.

Tldr, we have rules and regulations that others do not. Some necessary and some excessive.

Effin Code and Building regulations. Also seems as though they have to have a study done for 1-2 years to see if the project is possible. Then another 1-2 years for bids and lawsuits over the bid process.
