Why does construction take so long?

I am curious to what other people in the industry see.
Government bids, from the outside looking in, always appeared so sloppy too me. One county in Arkansas I use to deal with only wanted heavy equipment without AC and radio to give off the impression they weren't spending money. To get an excavator with Cab/AC and radio would cost them roughly grand more.
Then there just seems to be laws and regulations written by lawyers for lawyers, not designed for project efficiency.

Because at least 75% of construction workers in the United States are absolutely useless. There's a reason they're construction workers.

I watched a video of them tearing down and building an interstate over pass in 24 hours.

There is no one answer, but comparing Fedgov contracting in the U.S. with private development in places like China is apples and oranges.

The US has a lot of problems when it comes to inefficiency but I don't know if comparing us to China is the best way to get the message across.
China basically uses slave labor. They have no safety standards. They use dry noodles as a construction material. Etc...
