Because guys who practice putting have small shafts. Stand on the driving range and pound a large bucket with your driver like a real man will

Typically on a practice green they don't put liners as deep to help keep the dirt/grass from getting beat up and caving in as a practice green gets a lot more use.

In regular play the hole is counter sunk. Per the rules if the liner is used it must be sunk at least 1" below the putting surface for regular play unless the nature of the soil makes it impractical to do so.

For regular play its countersunk so that the balls won't rebound off the plastic or metal liner.

So you don't sit there putting 10 balls in the same hole, you have to move on to the next hole so the next person can put to that hole.
